The gain control goes up to +24 dB, which is roughly 16× the original amplitude. In practice, boosting beyond about +12 dB on an already-normalised track will clip, which is why the limiter is on by default.
The limiter caps peaks just below full scale so that loud moments are rounded off instead of clipping into harsh digital distortion. Turn it off if you want the raw, unclipped gain applied and you plan to fix levels later.
If a recording contains a single very loud click or thump, the limiter will pull the whole track down to accommodate it. Trim that spike with Trim Audio first, then boost the cleaned-up file for a much louder result.
